NIO and XPENG have installed their own intelligent-driving chips in production vehicles, and BYD has begun scaled mass production of its Xuanji A3 chip, though no vehicle model has been named for its use. The shift represents a diversification strategy rather than a full replacement of foreign suppliers: XPENG's president has stated the company will continue partnering primarily with Nvidia. Available evidence does not quantify how many production vehicles carry proprietary chips, what share of compute still comes from foreign sources, or how much export-control exposure has actually changed.

China's Decree 837, which took effect July 1, 2026, establishes a State Council-level framework governing outbound investment by Chinese enterprises, organizations, and resident individuals, with statutory penalties including fines, forced divestment, and investment bans. As of August 15, no publicly disclosed transaction review, rejection, penalty, or enforcement action expressly citing the decree has been identified in official sources, including MOFCOM platforms, the joint ministerial Q&A, or the NDRC's July 30 press conference. Post-launch official materials consist of compliance guidance articles and rollout planning language, indicating the supporting regulatory infrastructure is still being formulated.

China's NBS is scheduled to publish July figures for industrial output, retail sales, fixed-asset investment, real-estate investment, and urban unemployment on August 17. The most recent available data, from June, show industrial output up 5.3% year on year and retail sales up 1.0%, while fixed-asset investment fell 5.7% and real-estate development investment dropped 18.0% for the first half of the year. A separate July manufacturing PMI of 49.2% signals contracting factory conditions but does not substitute for the unreleased activity figures.
