BRICS New Delhi Declaration Calls for IMF and World Bank Reforms Without Numerical Targets
At the September 2026 New Delhi Summit, BRICS leaders formally demanded greater voting share for emerging-market economies at the IMF and World Bank, but set no specific redistribution figures. The IMF's 16th quota review increase remains unimplemented pending member consent, while the 17th review formula is still under development with no published targets. The 11 BRICS members currently hold a combined 18.86% of IMF voting shares and 20.24% of World Bank IBRD shares, against a U.S. share of 16.49% and 15.98% respectively, leaving the size of any requested reallocation unquantified.
