China Links Export Control Violations to Exit Bans in Regulation Taking Effect September 15
State Council Decree No. 841, a 19-article regulation signed July 22 and effective September 15, 2026, explicitly ties exit prohibitions for Chinese citizens to violations of export control or technology import/export rules that may endanger national industrial or technological security.
