The rule applies universally to all non-EU origins, but 91 percent of affected shipments came from China in 2024, and over 60 percent of physically inspected consignments failed EU product standards. Running only from July 2026 to July 2028, the fee is a bridge measure until a data-driven customs overhaul takes over — and the US has already moved faster and harder with flat fees or 54 percent tariffs on the same trade flows.
